The garden room roof is the component most likely to decide whether the building is still sound in fifteen years, and it is the one most buyers skim past on a quotation. Walls and cladding are visible and easy to judge. The roof is a build-up of deck, insulation, membrane and falls that you will never see again once it is finished, and where a supplier can save a few hundred pounds without you noticing until water finds its way in.
This guide covers the flat versus pitched decision, the materials worth paying for, and the height and regulation limits that constrain the choice before aesthetics get a say.
Flat or pitched: the height rules usually decide
Most garden rooms in England are built under permitted development rights for outbuildings, and those rights set hard height limits. The Planning Portal’s outbuildings guidance allows a maximum height of 4m for a dual-pitched roof and 3m for any other roof, with eaves no higher than 2.5m. Critically, if any part of the building sits within 2m of a boundary, the whole thing is limited to 2.5m in total height.
That last rule is why so many garden rooms have flat roofs. Squeeze a pitched roof into 2.5m and the internal head height becomes unpleasant once you have allowed for the floor build-up, the insulated roof, and a ceiling. A flat roof puts almost all of that 2.5m into usable volume.
So the practical position is: near a boundary, flat is close to mandatory. With more than 2m of clearance on all sides, a pitched roof becomes possible, and the choice is genuine.
Flat roofs give maximum internal height for the external height allowed, cost less, suit contemporary cladding, and take rooflights easily. Modern single-ply membranes have removed most of the old reputation problem. Pitched roofs shed water and debris without relying on falls, cope better under trees, allow a vaulted internal ceiling, sit more comfortably beside a traditional house, and give an obvious place to put insulation depth. They cost more and eat height.
Flat roof coverings compared
EPDM rubber. A single sheet of synthetic rubber, usually laid in one piece on a garden room, so there are no seams across the roof at all. It is flexible, tolerates movement, needs effectively no maintenance, and manufacturers quote service lives well past 30 years. The finish is matt black and functional, which is invisible from the ground on a low building. It is the default on quality UK garden rooms for good reason. Its weakness is puncture resistance: it does not like sharp objects or regular foot traffic.
GRP fibreglass. Laid wet and cured in place into one continuous rigid shell with no joints, with crisp trims and a harder wearing surface. It is the better choice where the roof will be walked on, where there are complicated details and upstands, or where you want a neater edge. It is less forgiving of structural movement, and must be installed in the right weather by someone who does it regularly. Poor GRP work cracks at the corners.
Torch-on felt. Modern high-performance felt in two or three layers is considerably better than the felt that gave flat roofs a bad name, and it is the cheapest of the three. Expect a shorter service life, typically 15 to 20 years, and seams that are the eventual failure point. It is a reasonable choice on a budget building, and a poor one if you want to forget about the roof.
Single-ply TPO or PVC. Common on commercial buildings and occasionally offered on garden rooms, usually in light grey. Good performance, but membranes are welded rather than bonded in one sheet, so quality depends heavily on the installer.
Sedum and green roofs. Attractive, good for biodiversity, and a real structural commitment. A saturated extensive sedum system adds substantial weight per square metre and needs the joists sized for it from the start, plus an irrigation plan for dry summers and a root-resistant membrane underneath. Pitched roof coverings
On a pitched garden room the usual options are cedar shingles, composite or slate-effect tiles, standing seam metal, or plain clay or concrete tiles matching the house.
Cedar shingles suit timber-clad buildings and weather to silver-grey, though they need adequate pitch and are not ideal under heavy overhanging trees. Standing seam metal in zinc, aluminium or coated steel gives a very long life and a clean modern line, at the highest cost of the group. Composite tiles are light, which matters, because a garden room’s structure is rarely designed for the load of a full concrete tile roof. If you want tiles matching the house, tell the supplier at quotation stage so the structure is sized accordingly.
Falls, drainage and the detail that actually leaks
No flat roof is flat. It needs a fall to move water off, and the accepted UK design approach is to build in a minimum design fall of 1:40 so that after deflection and construction tolerance the finished roof still achieves at least 1:80. A garden room roof built dead level will pond, and standing water finds every weakness in a membrane.
Falls are created either by tapered firrings on top of the joists or by setting the joists themselves at a slope. Ask which method the supplier uses. Firrings are standard and fine; no answer at all is a warning.
Then look at where the water goes. A garden room with no gutter dumps its entire roof area onto the ground at one edge, which saturates the base, splashes the cladding and, over a couple of winters, causes the staining and rot people blame on the timber. You want a gutter, a downpipe, and a defined destination: a water butt, a soakaway, or a connection agreed with your drainage. Discharging rainwater onto a neighbour’s land is a dispute waiting to happen.
Most garden room leaks are not membrane failures. They are at penetrations and edges: rooflight upstands, extract terminals, cable entries, and the junction between the roof edge trim and the cladding. Ask to see photographs of those details on a completed building rather than a general shot of a finished roof.
Insulation and condensation
A garden room with an internal floor area under 15 square metres and no sleeping accommodation is generally exempt from the Building Regulations, and between 15 and 30 square metres it can also be exempt if it contains no sleeping accommodation and is either more than a metre from any boundary or built substantially of non-combustible material. Exempt does not mean you should build to a lower standard. If the room is to be used year-round as an office or gym, the roof is where most heat escapes.
Aim for a roof build-up performing at least as well as the 0.18 W/m²K that Approved Document L requires of a new flat roof element in England, which in practice means around 100 to 150mm of rigid PIR insulation depending on the product and whether it is between and over the joists. Insulation only between the joists leaves the timbers as thermal bridges, and those show up as cold stripes on the ceiling in winter.
The other half of the job is the vapour control layer on the warm side of the insulation, taped at the joints and around penetrations. Without it, moist internal air reaches the cold deck and condenses inside the roof, where you cannot see it. A well-insulated garden room with no vapour control layer is a slow-motion rot problem. What to ask a supplier
- What is the covering, who makes it, and what is the material warranty?
- Is it laid in one piece or seamed, and who installs it?
- How is the fall created, and what fall is achieved at the finished surface?
- What insulation, at what thickness, and what U-value does the build-up achieve?
- Is there a vapour control layer, and where does it sit?
- Is guttering included, and where is the rainwater going?
- How are rooflights and any roof penetrations detailed?
- Does the total height keep you within permitted development for your position in the garden?
A supplier who answers all eight without hesitation is selling a building rather than a shed with a heater in it.

What is the best roof for a garden room?
For most UK garden rooms, a warm flat roof finished in single-piece EPDM rubber over rigid insulation. It maximises internal height within permitted development limits, has no seams to fail, and needs no maintenance. Choose GRP fibreglass instead if the roof will take foot traffic or has complex detailing, and a pitched roof if you have the height allowance and want a vaulted ceiling.
How long does an EPDM garden room roof last?
Manufacturers typically quote service lives beyond 30 years for good quality EPDM, and installed guarantees of 20 years or more are common. Practical lifespan depends far more on the detailing at edges and penetrations than on the membrane itself, and on keeping the roof clear of debris and overhanging branches.
Do I need planning permission for a pitched garden room roof?
Not necessarily, but the height limits are tighter. Under permitted development for outbuildings in England, a dual-pitched roof can reach 4m and any other roof 3m, with eaves at 2.5m maximum. If any part of the building is within 2m of a boundary, the total height must not exceed 2.5m, which usually rules out a practical pitched roof.
Can a garden room roof be walked on?
Only if it was designed for it. Standard garden room roofs are built for maintenance access, not use. If you want a usable roof terrace you need the joists sized for the load, a covering suited to traffic such as GRP with a walkway finish, and edge protection, and at that point building control and planning both become relevant.
Does a garden room roof need guttering?
In almost all cases, yes. Without a gutter the entire roof area discharges at one edge, saturating the ground beside the base, splashing dirt onto the cladding and driving damp problems that get blamed on the walls. Fit a gutter, a downpipe, and direct the water to a butt or a soakaway rather than towards a boundary.
How much insulation does a garden room roof need?
Around 100 to 150mm of rigid PIR is typical to reach the 0.18 W/m²K standard that Approved Document L sets for a new flat roof element in England. Insulation placed only between the joists leaves cold bridges at every timber, so a layer over the joists as well makes a noticeable difference to winter comfort and running costs.
